Vacancy for Parish Clerk and Responsible Financial Officer

Kennet Valley Parish Council is an active Council representing 3 villages. We are seeking a motivated, enthusiastic person to take on the combined post of Clerk to the Council and Responsible Financial Officer (RFO) due to the resignation of our experienced Clerk.

The post is part time, 8 hours per week. Working mainly from home, the hours of work are flexible except for travel to and attendance at meetings.

The starting salary for this post will be in line with NALC (National Association of Local Councils) pay scales subject to qualifications and experience.

The Clerk must be IT literate and must be able to store a small volume of Council files securely at their home address. The Clerk must be available to attend Council meetings in the evening, normally on Monday evenings every other month at 6:30pm along with planning and finance Committee meetings and occasional extraordinary meetings. Duties include acting as the Proper Officer to the Council. This involves compiling the agenda, minute taking, compilation of correspondence etc.  The successful candidate will need to build a wide range of positive relationships with Councillors, residents, and other organisations.

The role involves direct responsibility for financial management/expenditure as the Responsible Financial Officer, processing payments and financial accountability, transparency, submission for auditing etc.  You will ensure that all legal, statutory, financial, and other governing provisions are observed and ensure Council meetings are properly administered and decisions effectively implemented.

Prior relevant experience is preferred but training can be arranged. The Council will cover training costs.
