The UK government has launched a public consultation on strengthening the standards and conduct framework for local authorities in England. This consultation, which closes on 26 February 2025, aims to overhaul the existing system and introduce measures to ensure higher standards of conduct amongst local elected representatives.

While the focus often rests on larger councils, like Wiltshire and Swindon, these proposed changes have significant implications for Town and Parish Councils. These councils, though smaller in scale, play a vital role in representing local communities and shaping decisions that directly affect residents’ lives.

The proposed changes include the introduction of a mandatory minimum code of conduct. This code will establish a consistent baseline for ethical behaviour across all councils, ensuring greater transparency and accountability. It is likely that this code will address issues such as: discrimination, bullying and harassment, social media use and conduct when representing the council.

The consultation also proposes granting local authorities the power to suspend councillors for serious breaches of the code of conduct. This measure is intended to provide councils with a more effective tool to address misconduct. The proposed suspension could last for up to 6 months and may also include the withholding of allowances and bans from council premises and facilities.

The proposals seeks to empower individuals who experience or witness misconduct to come forward and raise their concerns without fear of reprisal. The government also proposes requiring councils to publish summaries of code of conduct allegations, investigations, and decisions. This transparency can help build public trust and ensure that elected representatives are held accountable for their actions.

The consultation opened on December 18th and the government is actively seeking input from a wide range of stakeholders, including Councillors, Council Officers and the general public.
