PARISH MANAGER

37 hours per week to include evening work

Local Government Scale (SCP 48 – 55) £43,757 - £51,832 per annum depending on qualifications and experience.

Applications are invited for the post of Parish Manager to serve as the Clerk/Responsible Financial Officer.

West Swindon is a recently elected Parish Council formed 18 May 2017.

The Parish Council has 15 Councillors serving a population c. 28,000.   West Swindon is a green urban parish and as a result, the Parish Council strives to maintain and improve public open spaces and outdoor amenities. The Parish Council is responsible for maintenance of allotments, play areas, grounds maintenance and street cleaning, with further responsibilities being reviewed by the Parish.

As a new and modern Parish, this Council is looking for a creative person who can continue to develop the Council and its ambitions.

Alongside the ongoing development of the Parish Council, the Clerk/RFO will be responsible for managing the day to day business of the Council, including the production of agendas and minutes for all Council meetings and committees (plus working groups), liaising with outside parties and contractors, as well as providing advice and implementing the Council’s decisions. Significant experience of the workings of local government, and, the ability to write policies and reports is essential.

The Clerk/RFO will also be responsible for all the financial transactions and records of the Council and the administration of its finances.

The Clerk/RFO will be responsible for the management of staff and the management of assets.

The successful applicant should have excellent communication and organisational skills, knowledge of accounting and payroll packages together with experience of managing staff.

Experience of partnership working, procurement of services and contract management, external funding and working with community groups and volunteers is preferred.

The Clerk/RFO will be responsible for the procurement and management of outsourced services and contracts, and also the management of any staff that may be transferred in house.
